To bolster India’s Strategic Trade Control system, the Directorate General of Foreign Trade (DGFT), Department of Commerce, in conjunction with the Ministry of External Affairs (MEA) and other Government Agencies, is set to organize the National Conference on Strategic Trade Controls (NCSTC).
The focus of the conference revolves around India’s Strategic Trade Control, particularly concerning Special Chemicals, Organisms, Materials, Equipment, and Technologies (SCOMET) and Export Controls. The event aims to shed light on international best practices, ensuring compliance in the export of dual-use goods, software, and technologies with both industrial and military applications.
Scheduled for the 30th of January, 2024, the conference will take place at Vigyan Bhawan, New Delhi. The DGFT has extended invitations for registrations from interested industry players and stakeholders through its official website and other relevant platforms. Distinguished international speakers, including the Chair of the 1540 Committee of the United Nations Security Council (UNSC) and the Chair of the Missile Technology Control Regime (MTCR), are expected to participate.
DGFT’s Summit: Navigating Dual-Use Trade Complexity
Important government officials such as the Commerce Secretary, Member (Customs) of CBIC, and the Director General of DGFT will also address the conference. Anticipating a significant turnout, more than 500 industry representatives are expected to attend.
The conference is poised to draw the participation of officials from various government departments and organizations integral to India’s Strategic Trade Control System. Specifically, the focus is on outreach to industries dealing with sectors regulated under India’s SCOMET list, encompassing special materials, high-tech equipment, chemicals, biotechnology, defense, aerospace (including Drones/UAVs), electronics and semiconductors, telecommunications, information security, and related software and technology.
Leaders from various industries will share their experiences related to the export of dual-use goods and technologies during the conference. Thematic sessions throughout the day will delve into different aspects of India’s Strategic Trade Control system.
Topics will include the legal and regulatory framework, measures taken to streamline the SCOMET policy and licensing processes, the enforcement mechanism, and supply chain compliance programs.
Aligned with India’s Strategic Trade Control system and in accordance with relevant control lists, guidelines, and provisions of international conventions, mechanisms, and regimes, the nation actively regulates the export of dual-use items, nuclear-related items, and military items, including software and technology under the SCOMET list, as notified by the DGFT under the Foreign Trade Policy.
